Uncle Tomism, and the mutiny of the USS Kitty Hawk

I was attached to the USS Kitty Hawk (CVA-63) from 1969 to 71, making one Westpac tour to Vietnam. I was the Captain's yeoman, an E-4 pay grade, and with a minimal secret clearance.

My Captains were Earl F. Godfrey who was relieved by CAPT Owen H. Oberg, Executive Officer A.E.G. Grosvenor, Carrier Air Wing Eleven Commander Jack F. O'Hara, Vice Admiral Frederic A. Bardshar, CTF-77, and Rear Admiral Damon W. Cooper, CTF-77. Attached to the Executive Division, I was under the charge of Lt. Elva S. Scott, Jr, Administrative Assistant. I had both the greatest respect and what might be considered subjective fear of these men, and at 19, and so low on the totem pole, a kind word or smile from any of them lifted my spirits for weeks.

But there were men on that carrier who's spirit was both damaged and dark. They could not assimilate with the crew, or had respect for authority, and organized themselves to go against both Navy tradition, and the American standard for war in the open sea. This cumulated in a rebellion within the enemy waters of the Tonkin Gulf. Though I know many meetings where ship's morale were discussed, it continued to escalate downward after my discharge, culminating into what can only be described in retrospect as mutiny. 

A year after my discharge, none of these top officers above were involved. In 1972 Captain Oberg was relieved by Captain Marland W. "Doc" Townsend, and the XO was Benjamin W. Cloud. Both of these men were distinguished, well decorated and seasoned veterans, but what happened on their watch could not be realized, partially because there was no precedent for this in US Naval History. It is amazing to think back over this story, because from my perspective I saw something profound coming, and I wonder why it could not be thwarted from the start. I was just too close to it to understand, and I think it possibly the same for those in charge too.

What I know of this episode comes from my two years aboard as a clerical typist for the Captain, firsthand accounts of many friends who lived through it, and a new book by Gregory A. Freeman called Troubled Water" Race, Mutiny, and bravery on the USS Kitty Hawk.

At this time the United States was involved in a very unpopular war called Vietnam, and the USS Kitty Hawk, with a compliment of 5000 men, headed for the Gulf of Tonkin. The lines of this mutiny were drawn racially, black against white. By the time order was finally restored, it was told by the men who lived it that many hundreds of men were seriously hurt, and careers shredded. So profound were the consequences that there was a concerted effort to both hide and minimize it from media and public record. And though it became a turning point in Navy race relations, the story was buried within U.S. Navy archives for decades.

By interviewing eye witnesses, and a careful study of Navy records, Gregory F. Freeman makes a convincing case that this incident is the first recorded Mutiny in US history.

My life experience with negative racial predicaments goes back to my first memories in New Orleans, from early childhood to my enlisting. I was 57 in the draft out of John F. Kennedy Sr. High, with many near misses and horrific memories of those hate-filled times. Forced integration brought children together with very dissimilar attitudes, values, and violence became a daily occurrence. It created angry and frustrated men who tried to take a stand against this unreasoned onslaught that wrought the destruction of our once beautiful city, and realigned social structures that undermined law and moral value.

One boy in my senior class tried to reason through this horror. His name was David Duke. Though there has been a concerted effort to destroy David's reputation by his association with Neo-Nazism and the KKK, times were desperate. And though I cannot justify his mindset, he was just as much a product of his environment as I was, or the 67 percent of male blacks who now fill our prisons. At the time it may have seemed to him the only alternative, as all of us just tried to survive in an uncertain and brutal environment.

I saw the same racial cancer growing in the bowels of the Kitty Hawk just days after coming aboard. In my division, The Executive Division, the blacks were not of the same caliber as some of the rest. When we went on shore leave, for instance, the x-division black men went with us, and without a problem. Of course, to be accepted into that department hinged on a high test score of a stringent entrance exam, along with the rigors of a secret clearance where any negativity would exclude you. This insured both quality and trust. It wasn't the same in other divisions, especially, as I remember, the maintenance department, and those restrictions became more lax in the next several years. 

These low quality men, some with criminal records and others with a fourth grade education, were of a different mindset, and most reflected the same mean-spirited racism and overt ignorance I found at home. The reason was a simple one, as the war needed more personnel, government became lax in its admissions with a new Navy initiative designed to increase opportunity. Opportunity proposed by the progressive left. This turned out to be a big mistake, as some people just can't reason an opportunity, and it passes by unseen.

For my tour the Hawk had the same compliment of men, about 5000, with about 80 being black. With the new initiatives in place, the next cruse of 1972 changed that number to nearly 300. These men, from the inner city of several American municipalities, were ill-equipped to cope with a structured environment, the danger and stress of a wartime environment, confinement and continuous work for extended periods, the frustrated absence of sexual expression, and with the ever-growing availability of drugs, abuse became the norm.

It was also compounded by an anti-war sentiment from family at home, coupled with anti-war music that stimulated the emergent black power movement, ...and this exacerbated a profound hatred that finally erupted into violence. And furthermore, San Diego's black Muslims were picking up our black sailors on downtown streets as far back as my observations, 1969.

Late into the night they would pull up to the curb and coerce black men in uniform to participate in secret meetings. I saw them being picked up on the block of a very popular store called Seven Seas, in San Diego, and took pictures of them with my new Minolta camera. I photographed these vans at night, sometimes using infrared, securing license plate numbers and the faces of drivers. I then compiled them with a letter, and submitted this to the Captain, via my chain of command, with my concerns. He later told me, via my Chief, that these photos were indeed interesting, and were the topic of several ship-board meetings. But as far as I knew then or now, nothing tangible was done.

On October 12th, 250 days into its West Pacific deployment, following yet another announcement that the ship would be delayed going back to their San Diego home base, there began an assault on white sailors that took the entire night to put down. They used sharpened broomsticks, pipes, chains, fire nozzles and axes, and they roamed at will beating up anyone white...

Though my friends in X division told me that there were more than 600 injured, the official record shows fifty treated by shipboard medics, with three serious enough to be evacuated by helicopter. My numbers may indeed be wrong because I had not heard about it for over a month after it happened. It was the day the Hawk returned home, when my wife and I met it on the landing, that we were told. It was the topic of every conversation on the dock.

We waved at about a dozen faces we knew along the neatly filed ranks, all in their glowing dress whites. Really was an awesome spectacle, and The Hawk was freshly painted too. And no matter what the official record of the events are in retrospect, what happened aboard the USS Kitty Hawk was unprecedented in US Naval history. Trying to quell this story in a politically charged America at odds with an undeclared war-machine draft is no justification, of course. And yet, from my perspective, it may also have been believed by the Navy that if this became common knowledge through the media, that it could have been used as a wedge between the war effort and anti-war activists, with the possibly of further strengthening our enemies resolve. No-matter, those aboard thought a mutiny was underway, and Freeman focuses on those five hours that were the worse.

Freeman also centers on the unorthodox approach of The Hawk's black XO, Cloud, the first black man to have climbed so high in the 7th fleet. His orders to quell this violence were at odds with the captain, but it is speculated that he might have saved the ship, and possibly many lives as well.

No lives were lost, but it damaged the careers of both the captain and his executive officer, and led to many initiative reversals and new reforms designed that this might never happen again. And all in the silenced back drop of 29 black service men's summery court marshals, and overturned and reduced criminal convictions by NAACP pressure, 19 were found guilty of at least one charge.

It seems the same fearful mindset was at work here as the LA riots, twenty years later... We should respect the law, not fear the reprisal of the lawless....Here is the definition of a Mutiny...
Mutiny is a conspiracy among members of a group of similarly situated individuals (typically members of the military; or the crew of any ship, even if they are civilians) to openly oppose, change or overthrow an authority to which they are subject. The term is commonly used for a rebellion among members of the military against their superior officer(s), but can also occasionally refer to any type of rebellion against an authority figure.

During the Age of Discovery, mutiny particularly meant open rebellion against a ship's captain. This occurred, for example, during Magellan's famous journeys around the world, resulting in the killing of one mutineer, the execution of another and the marooning of others, and on Henry Hudson's Discovery, resulting in Hudson and others being set adrift in a boat.

If you want to read firsthand accounts of that night, I suggest the book Gregory A. Freeman called Troubled Water, Race, Mutiny, and bravery on the USS Kitty Hawk. It is a graphic account of the night from about seven perspectives, and well researched. From the archives of the House Services Committee who inquired about both the Kitty Hawk uprising and the USS Constellation's sit-down strike (that promoted solidarity with the Hawk's rebellion), both suggested a conspiracy, the very definition of Mutiny.

The black Kitty Hawk XO, Cloud, volunteered his ideas on the reasons this happened in his final statement to the Committee that still rings true today...

"Among the black community on the ship there is this open and vehement, in many cases, distrust of anyone that is older and more senior and who has more experience. Because here again. 'they got that way by practicing Tomism' or something else which would closely--"
"Practicing what?" Pirnie asked.
"Uncle Tomism,"
"Well, is that term going to apply to anyone who is successful?"
"It generally does."
"Isn't that a fundamental weakness in our endeavor to try and create an equal society?"
"Yes sir, I think it is. Let me say this: I think it is generally presumed by the blacks that we are talking about here, the eight-teen to twenty-two-year-olds, that anybody that is black that is successful got that way basically by compromising their principles of blackness, if I may use that term."
Later he continues in that same vein with a question: "Who is telling them that?" Pirnie asked. "He would think it otherwise."
"It is his mother and father in the community he comes from," Cloud said. "It comes from the ghetto, from the street."

Authors note: Several years ago I wrote about the problems with drugs in New Orleans and Crowley, and in both cases those interviewed used the same sentiment, a description of an insurmountable obstacle for the black man, the virtual enslavement of attitude by a concept called Uncle Tomism. It is alive and well in our young people, even today, and just as potent as it was forty years ago on the USS Kitty Hawk. Our country is indeed at a cross road, where big government is dictating every aspect of our lives, and liberty wanes with every dominating government advancement. There is an effort from the left and the right to thwart this, from the voice of the Tea Party movement to the Wall Street Occupiers. When the day comes... when we can stand together for a common cause, this country will once again belong to us. If not, slavery will be our common denominator.

Added to a virtual barrage of You Tube videos expounding the dangers of hydraulic fracking, two new feature-length films, "Promised Land" and "FracNation," show the new techniques of fracking from the perspective of a fearful propagandized paranoia, unsound speculation, and outright lies.

I know this, because I did fracking for 30 years as a mud engineer.
Fracking, along with new specially designed muds, and innovative directional tools, has produced an unprecedented amount of Natural Gas here in the US. It has become so prolific, the price of Natural Gas is at an all- time low, with the assurance, even in our Progressive White House, that there will be more than enough for export. It promises to also transition our infrastructure from oil to natural gas, along with state of the art LNG export facilities. It is hoped that clean-burning Natural Gas will revive our long stagnant economy, and clean up our environment as well. It promises to bring another, unsurpassed and long-awaited, oil-patch boon. And 100 years of clean energy.

And yet, the green-machine wants nothing to do with it. They see other ways to make money for themselves.

It isn't surprising that Matt Damon's "Promised Land" is funded by elements inside of the United Arab Emirates, because they know full well that America can finally become energy independent. How comically cartoonish to drench a miniature farm with common household chemicals and then set it on fire. A bit reminiscence of Mr. Bill on Saturday Night Live, "Oh, no!"

In FracNation, a homeowner claims that the fracking procedure polluted his ground water with weapons-grade uranium, and New Yorkers Against Fracking has the Statue of Liberty torching drilling rigs as they flee in fear. Please note that Frack in FracNation is misspelled.
"In no case have we made a definitive determination that the fracking process has caused chemicals to enter groundwater." -Lisa Jackson, Environmental Protection Agency, April, 2012. In front of the House Committee on Oversight and Government Reform, in May 2011, Ms. Jackson previously stated: "I'm not aware of any proven case where the fracking process *itself has affected water." Please note the word "itself," that Ms. Jackson used above. I will explain the reason she used that word below...
The EPA backed her claims, both then and now. Published in California's San Jose Mercury News was an amazing imperative by the state's oil and gas supervisor, Tim Kustic. Taken out of a long context he said: "In the 41 years that I have supervised oil and gas exploration, production, and development in South Dakota, no documented case of water-well or aquifer damage by fracking of oil or gas well, has been brought to my attention." 

 
Here is the truth, from my experience. You be the judge.

Spending nearly 30 years of my life as a Mud Engineer, or what some in the industry might call a Fluid Engineer, what is stated above is probably true. Fracking does not, in and of itself, pollute ground water, but there is more to this story... Note above that Ms. Jackson said *"itself," and that is the rub. They know that fracking is not the whole story of drilling, and that is a CYA word. Here is how drilling actually works, in a nutshell.

Surface hole, especially in the basin and Gulf Coast, is drilled through sand, gravel, and then varieties of hydrateable clay. This is usually where fresh water is encountered, and it is sometimes in communication with surface water, like wells and even lakes and ponds. The mud used to drill these formations vary on circumstance, but most often has a fresh-water clay base for viscosity, Premium Wyoming Bentonite, and a small amount of caustic or lime for flocculation, to help carry up the pea gravel and cuttings to the surface. As we drill into a firmer shale, strong enough to accept a casing shoe, those fresh-water formations are cemented behind casing, safe and sound. But every well is different, and all around the world, and sometimes an inhibitor has to be used in those top zones so that indigenous clays will not hydrate. That's when Lignite and what is called chrome-lignosulfonate are used.

Chrome is a heavy metal. Without that, drill pipe will stick. I have seen times in west Texas when these clays were so water sensitive the mud was pumped out like tooth paste, to be shoveled by roustabouts under the rig floor, and the shale shaker completely bypassed. Nightmare scenarios, but we drilled the well. That was our job, and because of that, you have gas for your car, lipstick and plastic, clothes and rubber, insecticides and fertilizers, even petroleum jelly. 

Now chrome is indeed a cancer causing agent in large quantities, but what is diluted into the environment is in such a minute amount it is virtually undetectable. I know this because I did the testing. It is like trying to determine emission on a jet airplane traveling at 33,000 feet. Everyone knows the emissions are toxic, but they are diluted to the point where it is not a concern.
You check to see that you have a good cement job by performing what is called a leak-off test, under a prescribed pump pressure. The outcome is duly recorded on a chart and kept as part of the permanent rig records, by strict laws.


Definitely, a bad cement job can contaminate ground water, but it is quickly detected and fixed by what is called a "squeeze." By mathematics, it can easily be determined where the leak is and cement is squeezed to seal the leak. Another test is done, and possibly another squeeze, until the test shows stability under pump pressure. And all of these procedures came under the description of what was considered my job, and my responsibility, as a field fluid engineer. The cementer did the pumping, and we compared calculations, along with the Company Man in a pre-job meeting. We all compared our calculations, and safety and rig time was our primary criteria, along with the job.

I was the first to experiment with "drill in" fluids designed for directional and fracking procedures, and I mixed lignosulfonates, synthetic polymers, and oil based muds for deep hot wells all around the world. I considered myself responsible, and took my job seriously, as one mistake in my calculations or inattention on the pits could have blown us all to bits. I answered to the Company Man, and the Tool Pusher only, and I was considered their adviser. If they did not feel comfortable with my advice, they had the ability to immediately and with extreme prejudice, replace me. I worked internationally all around the world, from the North Sea, Saudi, Equator, Africa, Mexico, to India, on deep sea submersibles to drill ships, jack-ups to floaters. I was also considered a work-over and completion hand as well.

I saw regulations change to the point where one could be run off of a job for a flip word (bad attitude), not wearing ear plugs or safety glasses, or being caught urinating over the side. Zero discharge, and that was strictly enforced. Part of my job was to do a daily visual monitor of the surface of the sea down-wind and current, and was required to record any anomaly. My rig could get fined heavily if a surprise inspection indicated this paper work had not been done, or was bogus, and I would be given no second chance. Anything discharged over the side was tested my me, from chlorides to solid content, and recorded in my daily mud report. If something happened, and this was brought even to the supreme court, my words were held as evidence to the truth of the matter.

Though I have never experienced a blow-out on my watch, I have killed other wells with barite and iron oxide as heavy at 19.5 pounds. In my day, nearly all mud engineers were college graduates, chemistry and math teachers looking for a more lucrative profession.


Believe what you will, but it is undeniable that money makes the world go around, and those who control the black-gold machine, the drug machine, the war-machine, and the new green machine, would do or say anything to make a buck. Fortunately we still have rule of law, and some of it still protects truth, and those who live by it. I believe this, even after all of my years standing on the shaker looking for transition zones. I can't conceive of living in a world where it is not...

The oilfield was once a world primarily of men, tenacious, resolute, and professional, and we learned quickly that everything we did had a consequence. If anyone couldn't take responsibility for that, they went to the house. And that is exactly the same today, but for a few amazing women who seem to fit in perfectly.

A means to take our country back: The Monroe Doctrine

On December 2nd, 1823, President James Monroe gave his 7th annual message to Congress. It was coined The Monroe Doctrine, and it resonated all around the world.  In this address, he warned European powers, including bankers, not to interfere in the affairs of the Western Hemisphere, and with that end in mind, implicitly stated that America would not influence or be involved in any way with the internal affairs of another country. In essence, the United States would live and let live, so long as there was no overt threat. (The doctrine is below.)

It was a surprise statement of policy, obscurely buried in what some thought was a mundane and routine message to Congress; it became the bulwark of a new foreign policy.  It warned, without mincing words, that the United States would not tolerate further colonization or puppet monarchs by European Nations. It was designed not only to address the concerns of the moment, but to make it a permanent U.S. policy in the Western Hemisphere. 

But as the years progressed, a document unprotected, untaught, and exposed, can deteriorate slowly, increment by increment, for other selfish and opportunistic designs.  Below you will find the original document still intact, and quite possibly discover the very answer to our American dilemma, in her final hour. 

Twisted interpretations

In 1865 The Monroe Doctrine was invoked when the U.S. Government exerted both diplomatic and military pressure in support of the Mexican President Benito Juarez, which led to a successful revolt and expulsion of the Emperor Maximilian. Maximilian was installed into power by the French Government to serve their interests. To the America of that time, however, that was intolerable, and yet, amazingly, America uses The Monroe Doctrine to exact that same scenario on the world today...  our CIA disposes of duly elected presidents, assassinates and coerce, destroy economies who do not participate in central banking, and orchestrates and finances war for profit, under the umbrella of a Monroe Doctrine interpretation. 

Thirty-nine years later, in 1904, European creditors representing several Latin American countries threatened armed intervention to collect debts. Acting under the Monroe Doctrine, President Roosevelt responded with assertion, exercising what was called an "international police power' to curb such "chronic wrongdoing," and U.S.. Marines were sent to Santo Domingo in the year 1903, Nicaragua in 1911, and Haiti in 1915,  basically to keep Europeans out. This strained relations with our southern neighbors, but protected America from foreign intrusion.  And yet, amazingly, international banking cartels, who govern American, now uses the Monroe Doctrine as justification to police the world... 

"In 1962, the Monroe Doctrine was invoked symbolically when the Soviet Union began to build missile-launching sites in Cuba. With the support of the Organization of American States, President John F. Kennedy threw a naval and air quarantine around the island. After several tense days, the Soviet Union agreed to withdraw the missiles and dismantle the sites. Subsequently, the United States dismantled several of its obsolete air and missile bases in Turkey."



"Cold War

During the Cold War, the Monroe Doctrine was applied to Latin America by the framers of U.S. foreign policy.[24] When the Cuban Revolution (1953–1959) established a Communist government with ties to the Soviet Union, it was argued that the Monroe Doctrine should be invoked to prevent the spread of Soviet-backed Communism in Latin America. Under this rationale, the United States provided intelligence and military aid to Latin and South American governments that claimed or appeared to be threatened by Communist subversion. This, in turn, led to domestic controversy within the United States, particularly among the left who argued that the Communist threat and Soviet influence in Latin America was greatly exaggerate. In the Cuban Missile Crisis of 1962, President John F. Kennedy cited the Monroe Doctrine as grounds for America's confrontation with the Soviet Union over the installation of Soviet ballistic missiles on Cuban soil. 

The debate over this new interpretation of the Monroe Doctrine burgeoned in reaction to the Iran-Contra affair. It was revealed that the U.S. Central Intelligence Agency had been covertly training "Contra" guerrilla soldiers in Honduras in an attempt to destabilize and overthrow the Sandinista revolutionary government of Nicaragua and its President, Daniel Ortega. CIA director Robert Gates vigorously defended the Contra operation in 1984, arguing that eschewing U.S. intervention in Nicaragua would be "totally to abandon the Monroe Doctrine".

The Kerry Doctrine

President Barack Obama's Secretary of State John Kerry told the Organization of American States in November 2013 that the "era of the Monroe Doctrine is over." Several commentators have noted that Kerry's call for a mutual partnership with the other countries in the Americas is more in keeping with Monroe's intentions than the policies enacted after his death.[29]

Criticism

Critics of the Monroe Doctrine, such as Noam Chomsky,[30] argue that in practice the Monroe Doctrine has been used as a declaration of hegemony and a right of unilateral intervention over the Americas: a sphere of influence “to leave America for the Americans” that would expand with the Roosevelt Corollary. Chomsky points to the work of filibusters, most notably William Walker, who tried to conquer and annex various countries in Latin America.[31] Walker acted on his own in defiance of official U.S. policy."

Taking back America using the Monroe Doctrine
Today we are being enslaved by a corporation called the Federal Reserve, along with an international central bank cartel promoting and backing international corporations operating beyond our constitution and international law. 

Unaccountable money is being printed out of thin air and put on the back of our heritage as debt slavery, without the consent of the people, and is indeed unconstitutional. They are working collectively, and in collusion, to both buy up and influence media, lobbying congress with threats and coercion, and in the process have virtually picked our presidents for their own selfish agendas for decades. 

They come from countries that openly spy on us, threaten our sovereignty, our constitution and civil liberties, and lobbies our Congress to do their bidding unchecked and unimpeded, as they possess vast economical resources that stem from our debt. They have allowed themselves dual citizenship, and placed themselves in the highest of offices, making decisions for our future with super computers and scientific think tanks. At their bidding, we fight their wars, and with our tax money, supply arms to both sides, and though international law has deemed them both terrorists and imperialists, they remain protected in the folds of our flag. They have created a vacuum of lies, obscuring and rewriting history, with an imaginative wealth of deceit and taboo to hide behind, including the Monroe Doctrine. With this tool, they blatantly and willingly commit crimes against humanity in our name, and operate above the law. So powerful and savvy, they have confiscated what assets we have in Fort Knox, and refuse to let it be audited for over 55 years. It is even suggested that the gold and silver we are buying as a hedge against inflation, promoted by them to instill fear, is actually our own national treasure. So guarded, these accusations go unproved, just as our national forests are said to be used as collateral for our unsustainable debt, and the reason for the violence in Oregon, as by our Constitution, when a acquired territory becomes a state, all land should revert to the state.
   
Let us, as Patriots, invoke the Monroe Doctrine, and scatter these insiders to the four winds. Let us take this country back by rule of law, and bring back our Republic based on Constitutional Law to the light of truth. Let us regain our civil liberties as given to us by God, as acknowledged by our beloved Bill of Rights and insightful founders who knew that no one can grant us what God has already ordained every person with free will to have, Liberty from tyranny.

The Monroe Doctrine 

... At the proposal of the Russian Imperial Government, made through the minister of the Emperor residing here, a full power and instructions have been transmitted to the minister of the United States at St. Petersburg to arrange by amicable negotiation the respective rights and interests of the two nations on the northwest coast of this continent. A similar proposal had been made by His Imperial Majesty to the Government of Great Britain, which has likewise been acceded to. The Government of the United States has been desirous by this friendly proceeding of manifesting the great value which they have invariably attached to the friendship of the Emperor and their solicitude to cultivate the best understanding with his Government. In the discussions to which this interest has given rise and in the arrangements by which they may terminate the occasion has been judged proper for asserting, as a principle in which the rights and interests of the United States are involved, that the American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European powers....

It was stated at the commencement of the last session that a great effort was then making in Spain and Portugal to improve the condition of the people of those countries, and that it appeared to be conducted with extraordinary moderation. It need scarcely be remarked that the result has been so far very different from what was then anticipated. Of events in that quarter of the globe, with which we have so much intercourse and from which we derive our origin, we have always been anxious and interested spectators. The citizens of the United States cherish sentiments the most friendly in favor of the liberty and happiness of their fellowmen on that side of the Atlantic. In the wars of the European powers in matters relating to themselves we have never taken any part, nor does it comport with our policy so to do. It is only when our rights are invaded or seriously menaced that we resent injuries or make preparation for our defense. With the movements in this hemisphere we are of necessity more immediately connected, and by causes which must be obvious to all enlightened and impartial observers. 

The political system of the allied powers is essentially different in this respect from that of America. This difference proceeds from that which exists in their respective Governments; and to the defense of our own, which has been achieved by the loss of so much blood and treasure, and matured by the wisdom of their most enlightened citizens, and under which we have enjoyed unexampled felicity, this whole nation is devoted. We owe it, therefore, to candor and to the amicable relations existing between the United States and those powers to declare that we should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere. But with the Governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny, by any European power in any other light than as the manifestation of an unfriendly disposition toward the United States. In the war between those new Governments and Spain we declared our neutrality at the time of their recognition, and to this we have adhered, and shall continue to adhere, provided no change shall occur which, in the judgment of the competent authorities of this Government, shall make a corresponding change on the part of the United States indispensable to their security.

The late events in Spain and Portugal show that Europe is still unsettled. Of this important fact no stronger proof can be adduced than that the allied powers should have thought it proper, on any principle satisfactory to themselves, to have interposed by force in the internal concerns of Spain. To what extent such interposition may be carried, on the same principle, is a question in which all independent powers whose governments differ from theirs are interested, even those most remote, and surely none more so than the United States. Our policy in regard to Europe, which was adopted at an early stage of the wars which have so long agitated that quarter of the globe, nevertheless remains the same, which is, not to interfere in the internal concerns of any of its powers; to consider the government de facto as the legitimate government for us; to cultivate friendly relations with it, and to preserve those relations by a frank, firm, and manly policy, meeting in all instances the just claims of every power, submitting to injuries from none. But in regard to those continents circumstances are eminently and conspicuously different. It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness; nor can anyone believe that our southern brethren, if left to themselves, would adopt it of their own accord. It is equally impossible, therefore, that we should behold such interposition in any form with indifference. If we look to the comparative strength and resources of Spain and those new Governments, and their distance from each other, it must be obvious that she can never subdue them. It is still the true policy of the United States to leave the parties to themselves, in the hope that other powers will pursue the same course....

Hope for Liberty

The Monroe Doctrine has and is used today as justification for constant aggression and the profits it manufactures, subverted from a benign declaration to live and let live, has become the inspiration to subdue the word by any means necessary. Let us use the doctrine as it was originally meant to inspire, and wrest these usurping and tyrannical claws from the very throat of our beloved America.

You are wrong Mr. Kerry, the Monroe Doctrine can be used one more time.
